Basil is a Mechanical Engineer with the Project Management Professional credential and has over 35 years of experience in delivering successful mid-stream oil and gas projects. He has worked in various capacities to successfully lead project teams to develop work scope, detailed plans [using primavera P6] and estimates in respect of petroleum products pipelines, pump stations and storage tanks that were completed within budget and on time.
He possesses extensive experience in engineering, procurement and construction [EPC] contracts in the mid/downstream oil and gas sector. He has been involved in project management, very resourceful and versatile in contract management, with exceptional dispute avoidance and construction claims advisory skills, construction arbitration, dispute boards and adjudication. Basil is experienced in preparation of EPC tender documents & proposals; bids evaluation, negotiation and preparation of EPC contracts.

She has a strong background in Reservoir Engineering, Well Operations, Well Completions & Workovers, Artificial Lift, Asset Modelling and Optimization. She has specialized in field development planning, reservoir surveillance, reservoir management and production enhancement in which she has made significant contribution for many operators such as Shell Exploration and Production International in Africa, Europe, Asia, and Australia. Mrs. Toulekima holds a BSc degree in Applied Automated Production from the Institute of Research in Automated Production (ISERPA), France.

Akin Oni is currently Principal & Chief Development Officer for Eftex Business Services, LLC, USA, a firm of world class experts specializing in Mergers, Acquisitions & Divestments (MA&D), Petroleum, Refining, Mining and Power Technology Solutions, Project Management Services, Risks & Assurance, Investment Governance, Independent Project Audits/Reviews, Mining & Oil/Gas Field Opportunity Assessments and, Engineering and Project Management Training since March 2016. Mr. Oni has extensive international experience in project leadership, capital investment governance, project controls, contracts & procurement and business development (MA&D), delivering oil, natural gas, LNG, refinery, mining and infrastructure engineering projects.
Previously, Mr. Oni worked with the major projects group of BHP Billiton (2001 – 2016), and with NETCO – a Bechtel/NNPC JV (1993 – 2001), with positions of increasing responsibility in both companies (such as Mechanical Design Engineer, Procurement Specialist, Cost/Planning Engineer, Program Leader, Asset Project Services Manager, Business-wide Functional Manager for Project Management, Deputy Project Director, Program Director, etc), in mining and onshore/offshore petroleum projects, in Nigeria, the UK, USA, Canada, Australia and Trinidad & Tobago. He has hands-on experience in the Planning, Execution and Maintenance of the 3 refineries in Warri and Port Harcourt and the former Eleme Petrochemicals Plant in Nigeria, as well as the Angostura Facilities in Trinidad & Tobago. He also gained hands-on experience in onshore drilling and water treatment engineering as a Field Mechanical Engineer with Wellside Limited (1991 – 1993), in addition to teaching mechanical engineering courses at the Federal University of Technology, Akure and performing his mandatory one-year National Service with the NYSC, Ogun State very early on in his career.
Besides sustained successful project delivery safely, on time, under budget and to specifications, Mr. Oni was once recognized for implementing a strong focus on People, Process, Technology, Deliverable, Sustainability, robust Risk Assessments, fit-for-purpose Reporting, and thorough Management of Change. He has a proven track record of leading and enhancing project support teams’ effectiveness through leveraging internal cross-functional strengths. Mr. Oni holds a BSc (First Class Honors) degree in Mechanical Engineering and an executive MBA in Project Management. He writes and reviews project management papers, and delivers presentations at global forums. His authored Project Management paper “The Operation was Successful but the Patient Died” continues to endear him to audiences from every continent.
Mr. Oni is a member of several professional organizations, including the SPE, PMI, IPMA, ASME, AACEI, ACostE and TTI. He is active with the local PMI chapter and Toastmasters Club and volunteers at not-for-profit events, including sitting on the Board of a few. He also currently partners with global experts and consultants to provide niche services in M&A, investment governance, project delivery, refinery turn around maintenance consulting and project management training worldwide, and across industries.
